General Statement of Duties

Under the general supervision of the Sheriff, Chief Deputy, and the jail administrator, the direct supervision of the shift supervisor, is responsible for operating the control console to monitor and control various functions of Meade County’s correctional operations and to provide guidance and direction to personnel.

Typical Duties and Responsibilities

1.   Observe monitor screens that transmit in sequence views of the correctional operations.

2.   Operate control board to stop and maintain order of a location where an incident is developing.

3.    Request appropriate personnel for assistance of any disruptive activity.

4.  Watch Correctional Officers to ensure safety and maintain peace while they are working with inmates.

5.    Open secured doors to authorized personnel and public to enter and/or exit correctional facilities when necessary.

6.     Be aware if equipment fails and notify supervisor of equipment malfunctions.

7.     Log and enter daily events into computer.

8.    Monitor intercom system

 9.   Answer phones

10.  Prepare reports.

11.  Attend training, seminars and workshops as deemed necessary.

12.  Perform duties in a manner consistent with safe practices and policies.

13.  Perform other such duties and functions as deemed necessary.


Minimum Qualifications

Experience and Education:

1. High School Diploma or G.E.D. Certification.

  1. Minimum one (1) year secretarial experience preferred.

  2. Knowledge of modern office practices, procedures, and equipment to include typewriter, copy machine, fax machine, computer, etc.

  3. Knowledge with law enforcement a plus.

  4. Ability to maintain confidentiality.

  5. Ability to demonstrate good communication skills, written and oral.

  6. Ability to maintain a professional relationship with the general public and other employees.

  7. Ability to demonstrate good organizational skills.

Meade County Gravel Zone Map

The Board of Meade County Commissioners has issued a disaster declaration in response to the damage to County infrastructure from the continued severe weather events.

  • Meade County, South Dakota, has suffered extreme damage, started by “an historic severe weather event of rare intensity” that occurred on March 13th and continued with rapid snowmelt, flooding, and additional severe weather events persisting to this day.

County roads have been divided into zones around existing stockpiles of gravel, and roads within each zone will be assessed by severity of damage and the worst areas will receive priority work.

The Board of Meade County Commissioners has authorized expending county funds for contract trucking, gravel crushing, and the utilization of all highway department assets in mitigating the damage to county gravel roads. Additionally, to expedite the repairs, the highway department is seeking to purchase gravel from non-county gravel pits as identified in the map below.

Position Objective: The Highway Superintendent performs professional and administrative supervision and engineering work in directing the planning, design, construction, maintenance, improvement, and repair of County highways, roads, and bridges. The incumbent provides leadership to establish and achieve effective and strategic vision for the Highway Department. 

This is an appointive position; the incumbent serves at the pleasure of the Board of County Commissioners pursuant to SDCL 7-8-20.

Essential Functions:  Responsibilities include ensuring proper care of all County highways, roads, and bridges; supervising technical, skilled craft, and maintenance technician workers; preparing budgets;   managing, developing and implementing county and department policies / procedures. 

  • Actively involved in all personnel decisions including but not limited to; hiring, performance evaluations, disciplinary action, workload requirements, maintaining employee morale, and promoting workplace safety.

  • Contract negotiation and administration, public relations, design and implementation of repair strategies.

  • Develop bid documents, cooperative agreements, and other transactions with other agencies and units of government, private businesses, subcontractors and project consultants.  

  • Direct short and long range planning, programming, implementation and evaluation of operations and programs for County initiatives.

  • Coordinate with the State of SD Department of Transportation on state transportation programs and plans in the County and follow relevant rules and regulations.

  • Coordinate with township governing boards and perform the statutorily required administrative functions of South Dakota Statutes in relation to township requirements.

  • Coordinate county highway activities with the involved municipalities.

  • Ensure compliance with Federal, State and County standards and general policy established by the Meade County commission and the rules and regulations of the SD Department of Transportation.

Experience and/or Education: Bachelor’s degree in Construction Management, Civil Engineering or directly related field, and/or 10 years’ experience of increasing responsibility in highway construction and managing of construction or government operations. An equivalent of education and experience will be considered.

  • Ability to obtain SD Highway Superintendent Certification 

  • Valid driver’s license.
