APPRAISER
GENERAL STATEMENT OF DUTIES
Under the direct supervision of the Director of Equalization, is responsible for performing technical and professional appraisal work in establishing real property values for tax assessment purposes.
TYPICAL DUTIES AND RESPONSIBILITIES
Identify properties to be appraised by use of legal descriptions, maps, review of building permits and property appraisal records.
Appraise improved and unimproved land parcels. Calculate land values by classification using market value of comparable land and applicable laws. Use schedules, manuals and guidelines relating to the appraisal of improved or unimproved property for classification purposes.
Appraise improvements by performing physical inspections to consider construction, condition, and functional design to value properties. Determine depreciation, income potential, property use and class, percentage completion, and eligibility for incentive programs. Reappraise property annually as indicated on the approved appraisal plan.
Answer on and off-site inquiries to provide information concerning appraisals.
Explain appraisal/assessment cycle process to constituents.
Collect field data on mobile homes and assign value to property by referring to the appropriate schedules, manuals and guidelines.
Interview persons familiar with property and comparable sites to accurately analyze all factors affecting value.
Maintain accurate records and files on all property to include property cards and various computer programs used to value and inventory property.
Prepare and defend appraisal values and procedures at various levels of hearings or court proceedings.
Attend appropriate seminars and training courses as approved by Director.
Assure regular maintenance of county vehicles assigned to this office.
Perform field inspections for vendor and/or campground permit compliance.
Perform additional duties as required, performing all duties in a manner consistent with safe practices and policies.
MINIMUM QUALIFICATIONS
Experience and Education:
High School Diploma or G.E.D. Certification.
Knowledge of state laws governing the assessment procedures for real property.
Knowledge of the layout within Meade County and ability to read legal descriptions.
Proficiency in math and statistics.
Ability to operate modern office equipment.
Ability to demonstrate good communication and organizational skills.
Ability to maintain a professional relationship with the general public and other employees.
Ability to train others.
Physical Demands:
While performing the duties of this job, the employee is regularly required to talk or hear.
The employee frequently is required to stand; walk; use hands to finger, handle, or feel; and reach with hands and arms.
The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch, or crawl.
The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds.
Work Environment:
The noise level in the work environment is usually quiet.
While performing the duties of this job, the employee is exposed to outside weather conditions.
Examination, Testing, and Certification:
Valid South Dakota Drivers License.
Certified Assessor/Appraiser within twelve (12) months of employment.
Successful completion oral interviews.
Other such examination as deemed appropriate and necessary by the County.

The Board of County Commissioners will now meet on the second and fourth Tuesday of each month beginning at 9:00 AM.

County Officials Take Oath of Office
On January 2, 2019, Commissioners Rod Bradley, Rich Liggett, Talbot Wieczorek, Sheriff Ron Merwin and Register of Deeds, Lana Anderson were sworn into office by Honorable Judge D. Gordon Swanson.
This is the first term for incoming Commissioners, Bradley (District 1), Liggett (District 5) and Wieczorek (District 3). Sheriff Merwin has been serving the citizens of Meade County since 1990 and Lana Anderson is in her second term as Register of Deeds.
Rhea Crane Appointed as Meade County Director of Equalization and Planning
Rhea Crane has been appointed as the Meade County Director of Equalization and Planning after the retirement of long-time Director, Kirk Chaffee.
Crane, a lifelong Meade County resident, graduated from Faith High School and attended SD School of Mines in Rapid City.
During her educational studies at the SD School of Mines, she moved to Sturgis and started her career with the Meade County Equalization Office as a part time temporary employee. From there she moved through various office positions, serving as the Deputy Director since 1991. During her 30 tenure, Crane has accumulated a vast knowledge of county government, and has been dedicated to serving Meade County citizens. She looks forward to continuing to do so, following her long time friend and mentor who has been elected to represent District 29 in the SD House of Representatives.
She holds a SD Certified Assessor Appraiser license, and has completed numerous classes sponsored by associations such as SD Department of Revenue, International Association of Assessing Officers, Professional Appraisers Association of SD, American Society of Farm Managers & Rural Appraisers, and ESRI (Environmental Systems Research Institute). Crane was recently elected as treasurer of the SD Association of Assessing Officers.
Crane is the mother of three adult children, all very active as Scoopers and Sturgis Brown High School graduates. Her daughter, Mariah and son Ryan are married and have blessed her with 4 grandchildren. Her youngest son Connor is attending college at Dakota Wesleyan University as a basketball athlete. Crane’s husband, Mike Friedel, is an educator and basketball coach for Meade School District.
Her community involvement includes being a member of the Sturgis City Council, past president and treasurer for Sturgis Booster Club, past board member and treasurer for both Post 33 Legion Baseball and Sturgis Little League.
Crane believes in giving back to the community that has treated her well. “I have appreciated living in Meade County and the benefits of raising my family here. I will continue serving Meade County citizens with experience, dedication, and efficient public service as the Director.”
